Babysitting, retail, anything part time to leave time for homework. They can get jobs by going around to local stores and asking if they are hiring or giving out flyers.

Typically the school with have a work program set up for teens of legal working age. I believe at 14 or 15 they can work with written permission, and at 16 are legal on their own. The school should also have a list of suitable jobs for your kid. Dish washing, yard maintenance, and tutoring are all great starting options.
