You could hide things in the yard, or inside the house. You could do an easter egg hunt. We did one at our Church once. Outside ones are harder to do.

You could set it up sort of like a scavenger hunt, creating different stops to go to with hints for the next destination at each one. You could also end the game with an "X" just like when finding a treasure.

Make a list of items to be found. If this is a treasure hunt that can be done outside, have the people go through the neighborhood.

The game should definately have a ton of puzzles in it. But the puzzles shouldn't be incredibly difficult to solve. Also one puzzle providing clues and leading to another (a connected piece) would make it more fun than separate unconnected puzzles. The puzzles could include letters with codes, statues with inscriptions and others.

Find a suitable place, bury the "treasure". Once you're done with that, draw up a map, with some natural (something slightly difficult to get through) or built in obstacles such as riddles. You can incorporate costumes. Send everyone out with a map drawn beforehand, either in teams or alone.

For a good treasure hunt game you have to take the time to make a treasure map! X marks the spot! Have certain points on the map where you go and solve puzzle or perform little tasks before getting to the treasure. And "hide" the treasure as best you can.
