It is not a good idea to put a guinea pig cage in a wading pool. To clean the cage, put the guinea pigs in a safe place. Scoop out all of the bedding using a dust pan. Spray the cage with a mixture of equal parts water and white vinegar. Wipe down. Then replace the bedding and guinea pigs!
The best thing to do is make a C&C cage (look it up). They are very easy to clean and give your pig enough space to live in. Many people use fleece as bedding rather than shavings. I always line the bottom with newspaper to roll up any droppings.

No this is not a good idea unless you are trying to kill the guinea pig. Guinea pigs can not swim and if you are trying to clean its cage then buy it one of those balls to run around in or put it in a laundry basket.
