One way is to run your eyeliner from the inside corner along your lashline, outward toward the outter corner and lifting the line a little toward the end so the line turns upward. This gives an "old Hollywood" style effect. Or you could apply eyeliner thickly to top and bottom lids and smudge to create a "smokey" effect.

This past weekend I attended a Women's Expo and noticed women there with glitter eyeliner. It was interesting that they used "sugar water" to glue the glitter to the eyelids!
