Well inch pounds refers to a type of torque or tighten measurements. When something like a bolt is tightened the amount of twist, or torque, can be measured so it can be tightened the same amount. Usually in foot pounds but smaller ones use inch pounds.

Inch pounds are the number of inches in a pound. If you wanted to measure the number of pounds in an inch, it would be a pound inch.
