Aphids are very attracted to all sorts of roses. I would suspect that would be your issue because they can cause alot of damage. lady bugs will eat the aphids, you can find them and place them on your plant or you can buy an organic spray to kill the aphids.

The most common insect that attacks this plant is the aphid. Japanese beetles have also been known to infect this plant. You can simply remove them or stop fertilizing often.

The most common insects attacking roses are aphids and rose slugs, with caterpillars and moths pulling up the rear. You can get rid of them with a commercial bug killer/fertilizer or you can make your own using dishwashing liquid soap and water in a spray bottle. Introducing ladybugs to the rose bush will also rid the aphids
