They are Royal guards of Tower of London. They are retired from military british and work as ceremonial guards. In the actual days they serve as tourist guides and tourist attraction. One theory for their name is that they were paid with beef meat, other that they were well fed. Also the term Beefeater is used to call their hats.

This definitely originated in Britain. They are yeomen (clerks) and ceremonial guardians of the Tower of London. They are guardians of the British Crown Jewels and are responsible for looking after any prisoners which might be housed in the Tower. They also act as tour guides.
