Generally it is best to avoid salary requirements in both a resume and cover letter. This is usually a topic that should be discussed at the actual interview. You can, if you like, place previous salaries on your resume though this is generally viewed as a "tacky" way to advertise yourself.

No. This is unwise. If your salary requirements are higher than the budget allows, it does not matter how qualified you are, the resume will be rejected. If the salary requirement is lower than expected, they wonder why you under-rate yourself.
