Anytime a dog is has anal bleeding, you should be concerned. It may be something very simple, but it could also be a sign of a serious gastrointestinal problem.

I would say so, I do not see why you wouldn't be concerned. I say that you should take your dog into the vet. In no way is it normal for a dog to bleed from his anus. If you do not seek medical help for you dog, the problem may progress and lead to a worse medical condition.
