The best thing to do is soak it with some good penetrating oil. Then let it set and try again. You may need to apply a little heat also.

check to see if the bolt is left hand thread. sometimes rotating parts have left hand thread to keep them from turning loose.

you could spray some oil on the bolt and let it set overnight. also, you need to check and see if the bolt is left hand thread. if so, go opposite direction
