Set a certain time of day when he should do his homework. My son liked to go outside right after school and after dinner wanted to watch tv. He would come in to do his homework when I started cooking dinner and if he had questions I could help.
It depends on what is important to your son. You can use positive reinforcement, such as rewards, or negative reinforcement, such as punishments or penalties.
