My jasmine is 12-18 inches high. The new growth is 3-4 inches. How far back can I cut it?

It is in a highly visible area.

It is never a good idea to cut any plant more than about 1/3 of the total size. So for your plant of 12-18 inches, cut off about 4-6 inches.

i would cut it back 7-11 inches , while not cutting the flowers. I would do this to accent the flowers, while not cutting it too shortly.

Only prune back about an inch that way you wont kill it back father that its new groth because even though the new stuff only looks like its a few inches the new growth actually goe all the way to the ends of the branches. Thid happens due to photosyntesis production.
