If it's a fungus that looks like little black raised bumps, you will have to treat the leaves with a fungicide called anthracnose. You need to have caution with this treatment however, because prolonged, or misuse can damage the leaves of the tree. If the leaves look curled and dry, its most likely your tree needs more water.

Tip blight(Pseudomonas) and Phyllosticta leaf spot are two of the leaf diseases this tree is susceptible too. Mid spring is the best time for anthracnose and leaf spot treatments.

Take a sample of a few of the leaves to your local extension service to determine what kind of disease it may have. You also could use a mild solution of 1/2 gallon of warm water to 2 drops dish soap and spray it on the leaves to remove it.

If the tree has reddish brown lesions on the leaves, then you should gather and discard all of the infected leaves and feed and water the tree.
