It depends on the relationship. He could be one of these guys that wants his cake and eat it too. Be careful. You are the most important person in this.

It's unreasonable to expect that someone stops loving you when your relationship breaks up, so he probably still feels friendship for you at the very least. This doesn't mean you should get back together.

Perhaps, the best way is to simply ask him. In fairness, he might want you back, or he might just want to be your friend. It is really no different than any other relationship or possible one (just because your his ex, doesn't mean anything). I would simply ask him.

He may be sticking around because he is familiar with you and is afraid to go out there and experience other things with someone else. He may be afraid to get to know someone else, he may still love you. Talk to him about it, there is no harm there, do you still love him?
