Change his water only once a month, make sure you have rocks in the bottom of his container, get a plant for him, if his fin and tail seem to be falling apart get an antifungal treatment from the pet store

It's normal for you beta fish to lie down, but when you go to feed him the fish should pop up. In their natural habitat they are slow and lazy fish. Life expectancy for them is about 2-3 years. You can always try changing the water.

Generally beta fish don't move around much, are listless and just kind of float about, giving the appearance that something is wrong. So long as they have a clean tank with fresh water, they are eating, and defecating daily, it should be fine.

Clamped fins or fins close to the body can be a sign of poor water quality. Cottony growths on the fish are also a sign of illness. Fins that look like they are deteriorating can be fin rot and can casue death.
