While bribing isn't always the best case I suggest you try it. Make a chart. Every time your daughter goes to the bathroom on the potty give her a sticker. Once she has so many stickers give her a reward. Once she masters the potty use the chart for chores.

She not ready yet. When she can't go somewhere because she still wears diapers or isn't going on the potty, you will see how fast she changes. Tell the reason why she can't go to the activity. Buy her some big girl underies for the big occasion.

She is not ready yet. Don't push it, or it will be difficult for both of you. She will start showing signs when she is ready, and that is the time to take advantage of it.

You just have to keep trying. You could try to enforce a reward system. Go get some candy and little toys from the dollar store and make a treasure box. Everytime she goes potty let her pick out something from the treasure box. Some children take longer to potty train than others, but she will go on her own.
