Water is polar cause there are two not binding doublets on the oxygen atom that produce an angle smaller than 180° between the hydrogen atoms. So the electric load is not regular. We have a polar molecule. That is why water is a polar solvant and can dissolve salt for example.

Water is the quintessential polar molecular. This polarity is reflected in its bent shape. The extreme polarity is related to the electronegativity of the oxygen atom and the electropositivity of the hydrogen atoms. This polarity means that polar molecules often dissolve quite well in water, due to the common understanding that "like dissolves like."
