Yes! There are a ton of different types on anime, one of which is of the romantic genre. These are pretty much what you'd expect.

Yes. There are many romantic animes, but they don't receive too much mainstream attention in the United States. One example of a popular one would be "His or Her Circumstances," which I found through my cable's on demand service. An internet search will find many MANY more.
