Yes, there is. The only one's I've ever seen have been by NuWave, which you can find at Bed Bath and Beyond. In terms of its effectiveness, its supposed to work just as well as a conventional oven, just faster.

There is such a thing as an infrared oven, but they seem to be for commercial use and look to be quite costly.
