There is a plethora of commercially available phone tapping software that can be found with a quick search of the internet. There are two main types of "soft-taps". The first requires unrestricted access to telephone switching equipment and the second can be loaded onto a subjects cell phone. The use of both types are generally illegal without a warrant.
