Yes, there's tons. Arcaffe on Rothschild, just east of Allenby offers a free connection and a few plugs too.

Tel Aviv does offer free WiFi in many public areas, however there are some public areas where free WiFi is not available much like any other modern city.

There aren't a lot of options in Tel Aviv for public area, and free, WiFi. Most of the free WiFi areas are actually establishments that require a small purchase in order to receive a code to log onto their WiFi. Some of the government buildings do have free WiFi but they can be difficult to find.
