It depends on the age of the frost-free faucet. The old kind had the shut off valve below the frost line, but the new kind allows the water to drain back through a tiny hole so the waterline stays empty. I would ask for clarification about the word seat.
A frost free faucet seat is the valve outside of a house or home, that does not freeze over in below freezing temperatures. If you have damaged frost free faucet seats, your valve is broken and might be freezing over.
