Is there an all-in-one pressure cooker and canner?

You don't have to have a pressure cooker to do canning. There are other methods that work with most foods but the pressure canner makes thing go a little faster and smoother. There are pressure cooker/canners made and I do recommend using them.

There are a few brands on the market with combined pressure cookers and canners. However, you are better off buying the two units separately because they both need frequent service. For example, the pressure cooker usually needs to soak in soapy water for 5-6 hours after each use and the canner needs to be oiled and greased.

It depends on the size of the pressure cooker. Fagor makes a great line of pressure cookers. I have a Fagor at home that we use for cooking. It's not big enough for canning.
