There are sites that provide up to date directories as up to date as they can be. If you can imagine, there are thousands of new numbers being made, deactivated, reported stolen ect.. Don't give up on what your looking for, and you should be fine.

No there is not a cell phone number finder or directory because then random people can have your number but you can get an up-to-date house phone finder.
