You can call your carrier and ask them to block it.

You can't block all 800 numbers, but you can register on the National Do Not Call Registry. This will prevent telemarketers and cold callers from calling your cell phone. It could take up to 30 days after you register for the calls to stop, but keep in mind that this won't stop bill collectors from calling.

According to my knowledge, most of the phone now-a-days have a function to block some numbers from calling them. You can always check the manuals regarding the same. Otherwise the best way to block 800 numbers is through the DO NOT CALL registry.

Call your service provider and ask them to block these numbers for you. You can even complaint to the authorities because the telemarketers can only have you number in the registry for about 31 days. After that they have to delete it.
