I don't know about the February thing, all I can tell you is that the people who correctly predicted the recession are saying to prepare cause the worst is yet to come. Check out Max Keiser, Gerald Celente and Peter Schiff.

the best predictor is the stock market. the prices represent the collective wisdom of millions of investors. they dont always get it right, but they ingest all the available info and make their decisions accordingly. it is often said that the stock market always look 6 months into the future.

The global economy is hitting a completely natural and ordinary downturn. By no means is there an upcoming, cataclysmic collapse of the world economy. Markets are quite sensitive, and they fluctuate at alarming rates, but it doesn't change the fact that people will still be trading, building and living.

The economy isn't going to collapse in February because most of the damage has likely been done, and there is most likely not going to be any single cataclysmic failure in February specifically. This is obviously conjecture, but the odds are against it happening in any specific month, and with a little luck the worst has already occurred.
