Is radiant heat padding under the carpet a good idea?

If you live in a pretty cold climate it could be a good idea. It will actually make the room feel warmer allowing you to turn the heat down. In turn this could actually save you money on your heating bill.

If you can afford the initial investment, radiant heat padding provides excellent insulation, particularly in areas where it is cold for most or all of the year. However, in an area with warm summers and cold winters, it may not be worth the money.

Carpet padding with radiant heating can be a fine way of keeping your house warmer in winter. Just keep in mind that the denser, thicker carpet padding (with a higher R value) will make it work harder than necessary. That's why it is recommended you choose the lowest thickness and density of padding that is recommended by the carpet manufacturer.

Well under the carpet is a bad idea it's usually under hard surfaced floors such as marble tiles. That would be better.

Really radiant heating is designed to be set under hard wood floor in or for the heat to evenly disperse. Carpet wouldn't do that and there would be lumps.
