Rabbits have poor sight, they rely much more on the smell and feel, so if you put them on whatever thing with a cliff above 20 cm, they won't see what's under and wont dare to go downstairs. I suppose climbing is also difficult to them for the same reason. Yet in the garden they adapt to cliffs/rocks.

Possibly, being a prey animal he might not feel comfortable being that exposed with no clear means of escape. It's also possible it causes him pain to climb.

It is unlikely your rabbits is afraid of heights. They simply are not very good at climbing. It's not what they were made to do. And you shouldn't force him to do so as he could get injured. They also do not like to walk across surfaces that cause them to slide, such as linoleum, hardwood or smooth tile flooring.

Most animals have a natural fear of heights. However, not climbing stairs could be due to his small size, poor eyesight or stair surface. Even though rabbits can jump, it's usually a forward motion. Try to find a lower wider staircase that is not slippery to train on.
