Yes it is. Just make sure you are using a laptop computer that belongs to you or a close friend so you know there is no spyware installed on it. Also, you should only do it if you are using a secure, encrypted wireless network so criminals can not spy on your internet signal.

As long as you use your own connection. I wouldn't go to an internet cafe and pay bills, but it should be fine in the comfort of your own home. I really wouldn't worry about it too much. The internet can be safe if it is used properly. Never give your info to a shady site though.

It is safe IF the website has Verisign or other encryption methods, it uses HTTPS secure socket layer websites, you are certain that the website you are submitting to is legitimate for the vendor or supplier, and that you are not using an unencrypted wireless connection while sending the payment.

It is safe as long as you don't have a virus in your computer that steals, tracks or stores your personal information. Just make sure you have an Antivirus program.

Well yes and no but it really depends on the website. If it is secure it would be safe, but if it's not that it woldn't be.
