This is okay if you are trained in any type of medical field and know how hard and soft to palpate. If you've never done this before, then no it is not safe for you to do this, puppies each have their own sacs and you could rupture one very easily.

It is perfectly dangerous or it may even kill puppies if an inexperienced person is palpating the puppies. Basically palpating is used to identify pregnancy of the dog. Always Keep in mind that at 28 days, you are 1/2 way through the pregnancy, and at birth, a lab puppy will have a HEAD the size of a racket ball

In no way should you be palpating your dog, not for puppies or anything. Dogs react poorly to palpitation, in fact, over palpating your dog can lead the dog to return to it's wolf roots and severely maul the person doing said palpating. Again, never palpate your dog, ever.

Yes, unless you stroke it too hard. This is because it can cause severe damage to the little puppies. You probably wouldn't want this to happen. But if you stroke her gently, this shouldn't cause much of a problem. I hope your dog will be alright, and I hope i helped you.
