In most cases, no, unless you can find someone who origionally worked on the console itself, or someone who had experience with the NES. Nintendo might or might not do it for you.

Yes, but there needs to be a repair shop where you live. A google search or phone book should point you in the direction of one.

If you're refering to the orignial Nintendo Entertainment System released in the 1980's, your best option is to contact Nintendo directly thru their website. They can inform you if there are any authorized repair shops in your area or tell you how to send the system to the company for repairs.

Yes it is. I assume that your contact belt is rusted. You can buy a new one for replacement at places such as Ebay and also some independent videogame stores.
