There are Sims games available for both the Nintendo Wii and DS, such as MySims, MySims Racing, MySims Kingdom etc. These have a very different style of gameplay to the PC game The Sims and are aimed at younger players.

No, Nintendo has never made a SIMS game but rumors circulating from the head honchos at Nintendo Corporation say that they actually are in production of a SIMS game for the Nintendo Wii. There is no confirmation of this or idea of a release date but it's at least something to look forward to.
