Yes, you can buy a "kit car" which is basically a fully functional little car, which you buy completely unassembled. I am not sure how much they cost, but I know that they are quite cheap. You just have to put together the frame and the engine and the fuel tank, and then place the body over it.

It is possible if you had the money and the very many skills involved to make a car.To create your own car you would have to first be able to design it.Then you would have to fabricate it like the design.Then you would have to test it for safety.

You absolutely can. It is easy to start with a existing car and radically modify it to suite your tastes. You can do it from scratch but it's much harder.

It is very possible to create your own car. It will be very difficult to find certain pieces that go together. It will also take you a lot of time and money, be prepared to work hard. If you can get the car to run safely, you might get to drive it on public roads too!
