Miami Pier (aka the Port of Miami) is serviced by Alamo, Dollar, Hertz & Thrifty. All four have free shuttle service to/from their off-pier locations.

All car rental companies at Miami International Airport have shuttles just outside of baggage claim on ground level at the North and Central terminals.

There are no actual rental car companies at the pier. However, nearby companies like Alamo and Hertz offer shuttle services to their rental offices. Hertz specifically offers shuttle services every half-hour, Wednesday and Friday through Monday, 8:00 a. m. to 4:00 p. m.

The only place that I could find on Miami Pier is Avis. You can refer to their website to make a reservation.
