If you are claiming someone is out to get you in order to get them into trouble, and you are aware that they aren't, it can certainly be illegal. If one truly thinks someone is out to get them, even when they are not, it is different.

It is illegal to say that someone is harassing you if they aren't. If you are saying the person is doing things that he/she isn't, then that is slander.
