Harassment cases are intensely investigated before charges are filed. If a lawsuit hasn't been filed and it's being handled in-house, the employer will likely seize the opportunity to make an example of him in order to look diligent. He can go to the EEOC and file a complaint.

How do you know its false? If your brother feels this way he needs to file a counter claim with his HR and may need an attorney to defend him.

The best thing you can do is hire a lawyer. He's also going to need character witnesses. You can do that.
