The EPA requires anyone buying or using R-22 to have a techinician's handling license, so unless you are certified, you are breaking the law. But as for the actual motions to charge an air conditioner, they are not that complicated. To know when it's charged, you must know thermodynamics.

It is not difficult, but you will need a professional to come do it. They have the special freon that goes into the system.
