Normally, new watch band pins come with a watch band. This is because the old one may be bent, or even dirty to the point that they don't work well.

Yes, it is the small pin thing that holds the band in place, without the band pin, the watch would come loose and slide off. The watch band also should include an extra pin in case the original watch band pin breaks or is lost. The watch band pin is indeed included with all watch bands.

Most watch bands do not come with a watch band pin, as the watch band pin is fitted to the face of the watch more than the band. If you do not have the watch band pin that came with your watch face, you should be able to buy one at the same watch store.
