The primary tenets of faith must be memorized, but not the entire text. Another problem is that the Quran is in classical Arabic, not the Arabic spoken on the street.
Memorization, even of a part of the Quran, is said to prevent the soul from hell. Many religions ask their followers to memorize doctrine. Memorization and understanding are two separate things. Religious doctrine is open to many interpretations and also abuse in every faith.
