I don't think there is a ruling for owning pets in any country. The only thing is what pets you can have imported to the country. The best thing would be to check with your local immigration offices.

You can own pets in Kuwait even if you are an American. Some apartments have restrictions for dogs, but you can find other places. You can bring pets to Kuwait, but make sure that all the paper work is done properly. Otherwise, you can buy one in Kuwait.
