I have orange spots on my established oak tree, what is this a disease or a fungus?

I believe this is actually a fungus on the plant itself. So you need to treat this by spraying the plant with a horticultural spray.

Niether there is a bug that does it and I haven't been able to get rid of the bug that is doing it to mine. I even called a horticulturist and they said you have to define the bug then pray for it.

The orange spots that are on your oak tree are called the oak leaf blister fungus. Mild temperatures and light rain during bud opening are necessary for infection to occur.

If the orange spots are on the leaves , make sure they do not change the features of them like making them become dry. If they do cause leaf damage , spray some fungicides on the leaves. Watch out if the spots prevent the oak tree from flowering and causing leaf falls.
