First check if he has some liking towards you, If yes.. then telling you like him is quite simple. Just Invite him over a coffee and let him know your liking. If he is a stranger/has no liking for you as of now, then you have to wait and make him feel your care and then let him know.

You need to give him a look. Look time to time. That makes a guy think that some one is watching him. If you are glad that he's looking your way, you should make SURE that you smile when you notice.
