The best time is in the fall after pruning. A few weeks before the first freeze will give the bush time to establish before winter. Dig a larger area around the bush and deep enough to insure the plants health. Move the bush carefully keeping the roots intact. Plant the bush at the same depth as before and water daily.

The only thing you really need to do when you move it is to make sure you dont chop the roots off and whne you replant it make sure that when you dig the whole the entire root base will fit down into it.

I begin by using a lengthy and sharp digger's blade and slowly driving it down into the ground around the bush but careful not to destroy most roots.

Move a snowball bush in early fall while you can still work the ground. Dig a large ball around the roots, plant to the same depth as the original plant.

Dig a circle around the bush large enough to get the whole, intact rootball out of the ground. Move it to its new location and water every day.

Just like any other plant. Dig generously around the root base and leave a lot of extra room around it so you don't sever any roots. I'd recommend Pruning it very well before the big move to ensure there is no extra plant to step on or break wile in transportation.
