It depends on the plant. As a plant grows it will fill the available space in the pot with roots. If the pot gets completely filled with roots the plant will become root bound and this will restrict the plant from growing anymore and it may become unhealthy.

You should repot your plants anytime you notice that the root system is either growing out of the pot. You should also pot if you notice that the root system is climbing upward.

You want to repot your plants when the roots start circling around the bottom of the pot, sometimes they will even come out the drain holes in the bottom of the pot.

The leaves will start to shrink and change in color may be noted. The blooming may not take place. The plant will not grow and the water starts to clog.It is high time you should change the pot. Some time the flowers may become small in size.

If the plant's roots can be seen coming out of the bottom of the pot, or the plant looks very crowded in the pot, you chould repot. Don't be tempted to go to a much larger pot because a plant does best with a graduated planting sequence.

Every Single YEAR! A few weeks before Spring kicks into gear (for smaller plants) for very large pots every TWO years... or anytime they are infested with gnats, or if roots are showing due to being root-bound in too small of a pot.
