If you can sew nice even hems and seams, you can probably do it. It's more a matter of lots of measuring and fussing with the fabric. Use pinch pleat (or pleater) tape.
I would say anyone with a moderate amount of sewing experience should be able to make them. They aren't too complicated and most drapes can be easily made.
They are not that difficult a general sewing experience should be enough. You will basically be taking the Drapery Dimensions, doing the hems and then pleating.
though it needs experience but one can not say how much. because of the individual differences ,every person has his own intelligence ,a month sewing experience would be average.
