How many words per minute should a fourth grader read?

It depends on the requirements of your state but you should aim for at least five words per minute because you don't want the child to read too slowly. At the same time, he should also learn to comp;rehewnd what he reads although it's not important for this particular test.

We test reading skill in minimum 3 stages 0-150 words for slow reading,150-300words for average and 300-above is good skill so test your son what stage he has getting.

I teach in Ohio and we do not have a state timed reading test. That is unusual to me. I would suggest you talk to your son's teachers.
