it is recomended that you wait for the paint to completely cure, about 2-4 hours for waterbase(latex) and 24 hours for oil based paints (alkyd, alkyd enamel).
My rule of thumb is to wait until the paint is completely dry to have the border. I usually wait at least one full day, but if it is very humid you may need to wait longer.
As long as the paint is dry you can start putting up the border right away. Just make sure that the paint has completly dried first and everything should be fine.
