Braille is an alphabet system. It doesn't change, much like the written alphabet doesn't change. Braille includes the necessary alphabetic characters in whatever language the user reads (French, Spanish, etc.)
The Braille system does not change. Rather, it reflects additions to the language and the manner in which it is written. It is a tactile alphabet.
