Magnetism is the attraction to opposite poles. One magnetic pole will attract the opposite. So naturally when two of the same magnetized poles come into contact they will repel one another. This creates magnetic resistance which is sometimes often used in turbines and machines, using the friction or energy caused by the resistance of two magnetized poles.

Mechanical or motion resistance using magnetism has two methods. Purely magnetic uses a moving parts' magnets' attraction to a stationary magnet set to resist motion. The moving to stationary magnet set distance changes resistance. Electromagnetic connects the moving part to a generator, whose output power, when loaded down, makes the generator resist the moving parts motion. Generators' load changes resistance.
