It depends on your current relationship with this person. If it is romantic love, be careful what you say. The other person may not feel the same way and may feel like running away after your revelation. Decide if it is worth losing a friend if you do not get the response you can live with.

You just tell them. Your relationship cannot grow if you do not say it. If they reject you, at least you will know. If you say nothing, however, your relationship will stall and you may eventually become resentful. A healthy relationship is open and allows free communication of feelings. You should be able to speak your love.
